Why certification matters more once you're not the only one wearing the glasses
An individual buyer who ends up with an uncertified pair puts their own eyes at risk. An organization that distributes uncertified glasses to a classroom, a festival crowd, or a gift-shop shelf puts everyone who receives one at risk, and carries the responsibility for that choice in a way an individual purchase for personal use doesn't.
